Yes if it contained driving license, medical, DBS checks etc a bit pointless if it's just another card with a picture on it.

I would also happily pay for an ID card

In one form or another I've had an ID card since I was eighteen and at the moment there are three in my wallet. I don't see them being a problem, instead of a hindrance they've been useful over the past sixty years.

It would make my life a lot easier 

My passport will run out soon and wont be replaced, I don't drive and have no other form off ID. I think it's a good idea. I still have my ID card from when I was born bit it doesn't count for anything.

With so many immigrants the authorities need to know precisely who they are dealing with at any unusual incident.

Yes. We have them and they have the eqivalent of our medical NHS number, tax number, social security number and photo. 

I can't think of a single reason why not
