As I understand it - and I am always open to correction if in error - the concept of 'transition' in this case merely indicates that the individual has started to dress and act as a woman, and asked to be regarded as such.
No actual physical change has taken place - therefore no tax payers' money is involved in this aspect of the situation.

There is no information in the link that confirms that any assessment has taken place with regard to the prisoner's wish to be treated as a baby.
If however such assessment is made, and the psychiatrists decide that a dummy and baby food are an appropriate response, it would not be for me to disagree with their professional knowledge.
