Otherwise they would have to get an owner out every time there was something smashed.

Can you be specific about what should be done. No chance of water canons
Drag them off and there'll human rights lawsuits and calls for police brutality police to be sacked.
If there gluing themselves to things though I'd leave them there....might cause more disruption in the short term but might make others' think twice

if they are obstructing the highway that's illegal, drag them off and nick them. If they are damaging property that is also illegal, nick them, end of.
