This was then banned and I'm sure someone was dismissed for doing it after that. Then certain sites were blocked. But this was obviously work IT which is monitored heavily.

No-one would dispute that men watch pornography on computers, that is not the issue.
The fact that a serving MP thinks it is OK to while away a boring debate while watching it on his phone, is very much the issue.
It speaks to his complete absence of judgement, to say nothing of self-awareness, to think even for a moment that his behaviour is acceptable.
And that is why he had to go, and obviously sufficient pressure has been put on to override his initial continuance of his lack of awareness, to assume that he could carry on being an MP for even one more day.

I heard him on R4 about an hour ago. He kept saying he was wrong, he admitted everything (first time by mistake and second on purpose), said it was a moment of madness. Didn't try to deny anything and threw his hands up yet the interviewer banged on and on asking why, didn't he know it was wrong etc. The guy had already admitted it all.
It makes me think some would rather he'd denied it all just so the press and public could carry on ripping into him.

In the last couple of years there was a repeated ad for a forthcoming comedy series featuring a blonde woman in her 30s, not unattractive but seemed to have a deformed mouth, it was permanently squiffy and at an odd angle. I can't remember her name nor of the series but letter R rings a bell. Anyway being nosey I looked her up on the Internet and was taken straight into a huge porn site....
