I have replaced, "Scottish perspective" with, "English accent", both have an adjective followed by a noun.
If, "Scottish perspective", "clearly and unequivocally suggest[s] that the whole of Scotland thinks this way.", I was asking if a similar interpretation can be made of,"English accent".
That interpretation being there is a clear and unambiguous claim that across the whole of the country of England, there is only one accent spoken by English folk.
I am sure you would agree there are a wide range of accents spoken by English folk up and down the country and no-one could reasonably claim there is only the one.
The same can be said about Scottish perspective.
With many opinions from different folk up and down Scotland, no-one can reasonably interpret that to mean there is only the one perspective in Scotland.
