I worked in Albania for a year. A group of senior students were invited to Cambridge for an intensive English language course. A visas was required for each student which was paid for by their parents. There seemed to be no rhyme or reason why some were granted and some were not. Those denied could of course re-apply but had to pay the fee again. Some parents just could not afford this - no refund if your visa is denied so only the very well off (by Albanian standards) could afford this. I think Albanians get bad press, I found them the friendliest most hospitable people. They have their criminals of course but no more than the UK or the US.
