It was a tribal leader that mentioned drugs in the report I read.
I took him to mean that the 2 culprits must have been involved with/on drugs to do what they did.
As far as I know, this report was 6 hours ago, there was no suggestion then that the victims were involved in the drug trade/taking drugs.
