There is no charge for anyone over pension age or of limited means. Perhaps the UK would benefit from a similar policy of charging those who can afford it to improve what seems to be a shockingly bad A&E service.

70% pay for their healthcare in Ireland. That's why it's usually near the bottom of EU healthcare rankings and 80th in the world rankings. (70 places below the UK)
Why does the UK Gov pay for UK pensioners' Irish Healthcare if it's free anyway.
'UK-funded healthcare in Ireland'
//Some people can get their healthcare in Ireland paid for by the UK. This could be because you’re:

temporarily living in Ireland and normally live in the UK

receiving a UK State Pension or some other benefits//

You should inform them about the free treatment. Save us some money, Dave. OK. (thumbs up emoji)

I’ve talked to Mrs Zacs who just happens to be working with an Irish surgeon (not in theatre I add, by way of clarification) who has had to come over here as there’s no funding for his type of surgery at the moment in Eire. He says when the finances don’t add up the HSE simply shut down a complete area of service.
