"Passengers arriving in England from China will have to provide a negative Covid test before they board a flight, ministers have confirmed.! Is it just me or does this not make sense to anyone else? How can they be passengers arriving in England if they have a positive test and so wouldn't be allowed to fly?

The UK government cannot dictate what the authorities in other countries do. The Chinese authorities (or those from wherever they originated) may not be too diligent in checking their paperwork. See this, as well:

If they haven't got the correct paperwork they will be sent back at the expense of the airline who will therefore be very vigilant.
But why is Rishi waiting till January 5th ? Give them the test now. Start it now… has he not learned from past experience?
What about those who realise they can fly to Amsterdam for example and change planes to avoid the restrictions? We need all of Europe to be doing the same thing.
I don't believe there are any rules in place in China to routinely test those leaving the country, so they would only need a negative PCR test to those countries for which it is a condition of entry
The point the OP was making (I think) was that the English makes no sense

Since the Chinese vaccine is known to be inferior, there is no guarantee thar vaccinated passengers are not infected, and infectious.
Was there a guarantee that our superior vaccines did that?
The stuff about inferior vaccines is largely tosh. They aren’t “inferior” in any significant way.

I'm not sure whether there are any direct flights between the UK and China at present so there is a good possibility that those travelling from China will have to change somewhere. The rules will probably say something like "If you have been in China in the past [say] 14 days" or something similar. A Chinese citizen travelling in a Chinese passport will have an entry stamp in his passport for his arrival in Europe.
There are direct flights to the UK but only in England.

oo - I wdnt say that at Porton Down ! Typhoid A and B vaccine were always crap ( dead bacterial ) for around 100y. we were even examined on why that was the case. O and H antigens ( hauche and ohne hauche) collapsed and covered the Vi ( virulence) which was the antigen they wanted but cd never get it exposed.

NJ, I have no idea where in England the flights land but I seen this on the BBC website,

"The testing requirement only applies to people flying to English airports, with the government saying that while there are no direct flights from China to Scotland, Wales or Northern Ireland, it is working with the devolved administrations to ensure the policy is applied UK-wide."

Well, me too, now I've woken up enough to check emails etc. You're right, it doesn't make sense.
I have a theory about the Chinese government's sudden relaxation of Covid restrictions on the Chinese population. My theory is this: Vladimir Putin is friendly with the Chinese government. He could have become desperate to knock the Ukrainians out but is not succeeding with conventional weapons. Is it likely that he has asked the Chinese government to allow the Chinese people to travel anywhere in the world, and spread Covid? That would achieve the result that Putin is looking for.
