It's not bizarre at all. It depends on what your mother was like towards you and the things she'd done to you growing up.

My mother tried to stab me in the head with a carving knife when I was fifteen. Had I got hold of the knife I could well have killed her.

Given the circumstances you described, it's unlikely you would have been indicted for murder. More fitting would be a charge lying anywhere between Self Defence and Manslaughter.

With this particular individual, there is a likelihood that he was suffering from a severe mental illness or had been subject to physical and emotional abuse when younger.

Some will say he was the personification of 'pure evil', for there can be no excuse for the slaying of innocent people. I will not subscribe to this view on the basis he took his own life.

He must have been suffering a mental illness when he did it, so why I wonder did they give him his gun back?
Someone should be held to account for that.
They have a checklist and if the correct boxes were ticked then he gets the gun back.
They can't attach him to a lie detector test to make sure he is being truthful
