Yes shooting should be a last resort and seem's OTT.....its mot clear why tapering didn't work. But the manual a knife and stabbed someone so something had to be done as he could stab others. But what else could be done am not sure. Certainly not 8 shots . Was there a way of throwing a net over him or blocking him in till he fell asleep or calmed down and handed the knife over.i wouldn't want to be a policeman with a gun in the usa
