Just a point of clarification. The European Social Fund was itself funded by the five net contributors to the EU budget (of which the UK was the second largest). The funds thus provided were then redistributed (after a deduction for “administrative costs” – which included £100m a year for the European Parliament to move from Brussels to Strasbourg once a month) to be spent as directed by the EU. All that has happened now is that the UK government has taken control of that expenditure and it will be spent as directed by them.
