Enoch Powell did agree to people from the West Indies coming over here to work in the NHS. They were meant to train over here, get medical expertise and train as Doctors and medics. Then hopefully after qualifying they would return to their homelands and take care of their own people It didn't work out as hoped though because the majority decided they wanted to stay in the U.K.
That was also the case with the Windrush people. After the war we needed people to rebuild our war torn nation and they were in desperate need for work. They were invited to come here and help to re-build the UK. It was thought that they would probably earn good money here and after a couple of years or so they would want to go back home. However a lot of them also decided to stay in the UK .

In his speech Powell quotes a Wolverhampton constituent claiming that in a few years the “black man will have the whip hand over the white man”
Note the terms used :-)
He also referred to young black kids as “piccaninnies”
He was a racist to his core
