if that's what Rishi is planning to spend the money on, as saved by pruning the HS2 scheme, then it's years away from being fulfilled, rather than the "easier and quicker" being bandied about in press soundbites today. HS2 phase 2 was long ago pushed back to the next decade, the money released from that scheme will not be available until then, prbably even later.

Ok I've switched on BBC Parliament now. 
the PM's speech: got past the stuff about his family now and his welcome pledge to 🇺🇦. 
He still reminds me of Will from The  Inbetweeners though 😂
