I think it's anyone who he considers less successful than himself, and from what I've seen of him in interviews and speeches that seems plausible. He's also referred to Putin and Kim-yong-whatever as nice guys and although I don't believe in his sincerity, he apparently respects them a bit, as being slightly less 'losers' than the rest of the common herd.
I'll be impressed if the solution involves Putin taking his troops back to Russia and paying reparations to Ukraine. Any deal less than that would be appeasement:

I think it will be a parley between Trump and Putin. Trump will agree to support the ceding of Crimea, which has been Russian for many years now, and 'some' of the eastern regions they have grabbed. The hostilities stop immediately. Ukraine to enter NATO forthwith.
Agree to this or the US will supply so much armament to Ukraine that mega damage will be done to Russia's economy and physical infrastructure.
It will be put in such a way that is not threatening but more of this is the deal. Back off, take what you have had, keep a bit more, but withdraw and desist pronto.
