Re Amazon live TV I watch the football on there.

amazon does have live sport but you just watch it after the program has run for 10 minutes, then It's effectively streaming.

You've demonstrated the difference bnetween "Can" and "May". Can- is possible, May - you are permitted.

You CAN watch live TV without a licence.

You MAY not watch TV without a licence..

Ah ok no I don't think YMB watches live TV on Amazon judging by his answers. 
As for legally, yes I as agreeing with you that a licence is needed by law to watch or record live tv anywhere.

There is a lot not to like about the BBC, as your post points out
