Why not have the equivalent of the World Health Organisation for animals: to eradicate foot & mouth, BSE, swine fever, salmonella, etc.

That has come about by massive and sustained vaccination programmes. Who is going to spend the money on vaccinating so many animals? There are nearly as many farm livestock in the UK as people - and of course far more than that if you include pets and wildlife. That's a huge bill worldwide when the diseases in your question have comparatively little effect on humans - (unless you are of the the unlucky but rare cases who die from one).
