I've read the proposed 'Legisative and Regulatory Reform Bill', and my, (and i'm not alone), interpretation of what i've read, is that if its passed, ministers can just ignore Parliament, Parliament will become a nonety, there is a lot more, but i'll introduce it if its needed.
If anyone has any knowledge of this Bill, maybe you'd like to comment.

I'm no expert on these matters but everything written in Part 1 gives me the impression that the restrictions can be overuled, effectively giving the Prime Minister power absolute (as long as his own party agree with him, but let's face it, they will)
If this Bill goes through then I will seriously consider leaving the country.
In short, I agree with you, it does look as though we are walking into a dictatorship.
If you really want to be scared then read the Civil Contingencies Bill. The basic premise of this Bill is that the Government can impose emergency measures on anything that they consider an emergency. Oncethis has been imposed, the relevent minister can virtually act as he wishes. Very frightening.
