Psychologists and naturalists would probably refer to it as a 'displacement activity'. When seagulls, for example, have a dispute about nesting-space, they often - instead of tearing lumps out of each other - start tearing up clumps of grass. Saddam is just a grass-clump, really! Mind you, he's a grass-clump who holds what is America's life-blood...oil. That might have something to do with choosing him.
