It's part of regionalising the UK to suit ze European dream, ala fat Prescotts' ambition for northern England, devolution by the back door. Thank goodness the referendum up there showed the people had more sense. The result of the referendum here in Wales was never in doubt, narrow "yes" vote. And while I'm at it, I must have been sleeping when the Welsh Assembly suddenly became the Welsh Assembly GOVERNMENT....?
Rant over...answer to the question has to be no..they are forces of HMQ.
Are you also asking can a soldier ask "please sir, can I be excused from fighting today?"...."get back into line, lovely boy!"....(Windsor Davies accent please!)

To be strictly accurate johnizere, in the Welsh referendum in 1997 the turnout was 50.2% and of those 50.5% voted in favour. So it could be said that only 1 in 4 of the Welsh people voted in favour of the Assembly. Hardly a democratic mandate. That is why we must continue to fight for its abolition.
