It sounds like nothing new. The heroin community have often used needles as weapons in street robberies. Some have blood in them and openly state they have AIDS.

The same thing happened in Reading about 5 years ago, a few people were injected with blood outside a shopping centre, seemingly random attacks, thankfully no one contracted anything nasty!
What kind of messed up person would even contemplate doing smethinglike that!
