Does the Taliban's ever-increasing supply of heroin to the Western world count as a biological attack?

No...its a chemical, not a biological agent. Also they only supply it to meet a demand...so its not really an attack. One could argue that the addicts dont want to get hooked, so there is an element of duress. Still one could say the same about many computer software manufacturers
