Who wants to drive the bulldozer?
A lady in Knowsley has put in a planning application to the local council for Cuffley in Herts to bulldoze the mansion of Tesco boss, Sir Terry Leahy since his company put in a planning application to bulldoze her house for one of his pesky supermarkets. I think Cuffley needs a multi-storey car park where Leahy's mansion is - any volunteers to drive the bulldozer?

It can't, Whickerman, and this is just another crass headline.
Unless subject to a Compulsory Purchase Order (which are initiated by Government departments) no individual or organisation can do this.
However any organisation can apply for Planning Permission on another's land. If they get it, there is no obligation to sell, and if she did, she would make a fortune out it. But that doesn't make such an eye-catching headline.
