Yes.
Get the idiots who smash up the parks, bus stops, phone boxes and everything else they their eyes on the rat faced little weasels.
If you read all squareber's answers on this site to questions you will realise he is either winding you all up or is a real do-gooder.
i think this thread is rubbish
The amount of rubbish that is non recyclable wouldn't fill a wheelied bin in two weeks, not even with a family of four.

He should have just paid the fine, the council would have checked his bins and told him what he should be doing with what. Or at least that is what happens here.
Goodsoulette is correct about wheelie bins. But we have a way to go before some people start behaving sensibly about their rubbish. We have an unhappy mix of officialdom doing what they have to and the public disliking it.

The rules are in, they are likely to get tougher, but for most people it works well.

I worked on the front desk at a council when wheelies were phased in and I can honestly say I have never in my life heard such moaning and grumbling. Mainly because they didn't like change. Strangely, the thing which most dislike, the withdrawal of weekly collections, was barely mentioned.
We dont have a plastic collection yet, and it bothers me that the only place to deposit is the skip which is out of town. If they arernt going to collect your plastics, then they should provide a plastics deposit point within a reasonable distance of your house. Defeats the point if everyone has to use a car to get rid of their plastics.
The thing that concerns me is that the man himself said he'd left the bin lid open 4".

You know how men exaggerate about measurements......
He he he!
