You have to draw a line somewhere, and the only sensible place to do that is a closed bin lid. 4 inches does sound stupid, but what else can you do? Set a 5 inch limit and then send the inspectors round with rulers? Allow anything as long as it isn't on the floor, and then have a 10 foot jenga tower of rubbish up the wall?
The man was an idiot for not paying the fine, and the council inspector was just doing the job he was paid to do.

It's a conspiracy delboy. The Bin was planted by MI5 on the orders of Prince Philip. Clearly it used to belong to the prince of Wales and the Royal family could not tolerate this rogue bin. It was probably the papparazzi filling it with their empty sandwich packets that caused the overflow. I bet the bin man was pi55ed as well.
But what if everyone overfilled their bin? If the rule is not to overfill, then you don't overfill. Simple as that. Perhaps he needs some education on recycling and reducing his household waste. Everyone else seems to manage ok.

Perhaps the Council should offer larger bins to families. What with being able to fill them with old catalogues, newspapers and unwanted mail that comes through the door - they're half full before you even start, and not everyone has the ability or transport to take such waste to a recycling centre. This story is just another example of things gone mad. I think Councils are full of people on inflated wages, who're just a little "sandwich short of a picnic" - but of course, they're just following orders from the even dafter ones higher up!
