Is it true that the UK has the biggest drug problem in Europe?

It's official, the UK has the biggest drug problem in Europe, according to the EU's recent annual report. We equal France for the highest cannabis use in 15- and 16-year-olds (35%). Twice as many British adults use ecstasy and amphetamines compared to the rest of Europe. And where heroin use is going down in Europe, it's rising in the UK. Most of the amphetamines, ecstasy and LSD seized in the EU is found in the UK, as is a third of all the heroin.
The only reason the UK has a drug problem is cos we ban all the drugs. Look at holland etc where there all legal.
