The Bill

Why does it seem that the makers of soaps etc seem frightened to cast a Black person as the bad guy?
For example this week we see on the Bill, Smithy stabbed by a White youth. And on numerous other times if a Black person is accused of committing a crime, 9 times out of ten, they have got it wrong and the Black guy comes up smelling of roses.
There are even two Government sponsored commercials that have made a return to our screens. In one a Black couple are showing a potential White burglar how easy it is to break into their home. And in the other an Asian guy displays his mobile phone and tells a potential White phone snatcher that he will be leaving his phone on the table while he goes to the Gents.
Why do they do this aren't there any Black or Asian criminals? Just an observation so don't start crying racist.
Another observation regarding the Bill why is the Sergeant allowed to wear his uniform without a tie?
