Chief Constable Peter Neyroud is the head of a quango the National Policing Improvement Agency (NPIA), which is tasked with increasing police efficency, for which he gets paid £195,000 pa.

As part of the package he gets a Westminster flat (including a gym, pool, sauna and valet parking) which cost the taxpayer £23,200 in 2008-2009.

Because this is a perk of the job, that flat has an income tax demand of approximately £9,000 a year, and this is paid by the quango.

So he gets a flat as a perk (ok, that happens elsewhere) but the quango, of which he is head, pays his tax for having that perk!!!
