I've no idea what the background is. I'm trying to establish what your situation is and why you have this campaign against the BBC. I guess you are being ahrassed for non-payment but I don't know your circumstances.
By the way, I think the licence fee is an inefficient way of raising revenue now that almost every home has a TV - it'd be simpler to raise it via income tax/VAT.

If you don't have a working TV and are being unfairly pursued/harassed for a TV licence then have you been to see CAB or a solicitor.
But i don't see that issue would have any relevance to how much the BBC spends on travelling costs or salaries
