So, only 17% of Pakistanis view Washington favourably, but it did not stop them from accepting the $150millon in flood aid, that the US gave them.

You have talked about at least three different things.

%age of people shows the public opinion and that is just about right.

Money was accepted by the corrupts in the government and even a fraction would not be spent on people that suffered due to floods. And that is the reason if you ask people if they want the present government in Pakistan then more than 90% would say no. But that does not make any difference for govt as they are cashing on.

Then you asked if that woman deserved 86 years? My simple answer is no.

not a great statistical point, do we have a comparative for say britons or french, as i am not entirely sure whether 17% across the nations of the world is high, low or gregarious?
