For more on marking an answer as the "Best Answer", please visit our FAQ.Payment of JSA used to be based on the fact that the recipient was 'actively seeking employment'.........if they have 'activities' which would cut down on their availability to hold down a full time job, JSA (or whatever name it has next week) may be withdrawn.
They may have to satisfy the DWP that any obligations which they take on by being elected will NOT compromise their ability to work.

I appreciate the time taken to reply. I should have made it clear in my question that I meant the campaigning part of the election process only. If successfully elected, the person would be entitled to a councillors allowance which would exclude them from continuing their claim for income based JSA entitlement.
