Next door but one neighbour has two dogs which he doesn't take out for walks, but does however open his back door every so often allowing them to wander up and down the back street doing what dogs do! The smell and 'stepping on landmines' have become a major issue, as you can imagine.
Confrontation doesn't work, as ive done this a few times and just been met with foul mouth aggression (neighbour not dogs!), nor does complaining to the council as all they did was issue standard dog fouling letters to the entire street, very helpful.... nor does collecting said dog crap and dumping it on their doorstep which I did once in a fit of rage.
I once lived in a street who had an occupant like the one you described. Another neighbour got fed up with the dog dirt and started to collect it up and posted it through his letter box. After a few of these 'postings' he eventually got the message.
Ya think depositing on his doorstep was too subtle then?
This post was made today as yet again ive just been outside and one of the dogs was merrily crapping away further down the street. The idiot's girlfriend was in their yard so pointed it to her, to which she said "s'not my dog anymore" (they're apparently splitting up) I was gobsmacked and said "oh well, that's alright then!"
I mean really, you can't reason with imbeciles like that can you?

Definitely, Having said that the guy who posted the poo back through his letter box was wasn't known for his calm demeanour if you get me..
I don`t know what I`d do but I`d start by taking photographs and if I could catch the dog in the act even better. You could try the Council again with photographic evidence. If that didn`t work, I`d consider plastering the pictures over facebook or sticking them up on the lamposts for everyone to see.
Husband has, but it was unfortunately when he was in mid smoke (he's also a pot head- painting a classy picture aren't I?) so all he got was was incoherent mumbles which im willing to bet he immediately forgot again.
If the dogs are wandering about un accompanied then, assuming the back street is accessible and a right of way open to all to wander down/up then a group of people who use that area could complain to the police suggesting the dogs are dangerous to any body using the street ..particularly children. That may get the police involved. Actually any dog not under the control of its owner is surely a danger..... had some very nasty nips off my grandmothers toy poodles so size is perhaps unimportant.
Do you have a Police Community Support Officer (PCSO)?. Part of his/her assistance to the Police Service is to tackle the menace of anti-social behaviour and is authorised to issue on the spot fines to Dog Owners who allow their pets to foul streets without clearing-up the mess made by their dogs.
Perhaps a word with your local Councillor is required; providing he/she is Not as some are who immediately contacts a neighbour and says...."Oh I've had a complaint from Mrs ....... about your dogs"
years ago I lived near a grocery store who had a dog that use to crap on my drive. After several attempts at reason I collected it in a bag and went into the shop and deposited it in the counter. Never happened again. You have to be brutal with anti social morons.
Woofy- no, we've no dog warden as I'd thought of that one before, but then again I'd hate for the dogs to be kenneled as despite my posts I really do love dogs, got one of my own afterall!
Don't fancy going down the councillor route somehow.
PCOS idea sounds appealing, if I knew who they were anyway! lol
