I can see it's Biden but don't know who the person on the rhs is or the significance of the bears being hollow and cut in two. Thanks

I think it's Putin & the bears refer to the Russian bear & the Russian nesting dolls.
Russian bears + Putin, hiding in the woods pretending to be afraid whilst Sheriff Biden believes he is dealing with a wee cow'rin mini-bear?
Putin, been hiding in the bears drawn as matryoshka dolls
So Biden is addressing a minor player when the real threat is higher up.
