For a pirate ship cake, bake an ordinary round sponge, 1 inch or so deep. Cut in half across a diameter so you have 2 semicircles. Stick together with icing and cut a small amount off the "bottom" parallel to the diameter for the cake to stand on. Put blue icing on a cake board, cover cake with brown icing and place on top of blue. Use lolly sticks and paper to make sails and the plank and Lego pirates to man the ship.

Get eye patches from a chemist for the participants, and toy swords from various pound shops, print out a skull and cross bones from the internet and use them to decorate the room, a treasure hunt is a good idea, give each of them a name from treasure island and put up a list on the wall then they have to discover who they are.
For musical chairs, ships etc play the pirate king song from the Pirates of Penzance and stop it occassionally, consider joke tattoos or face paints
