what does the 'NC' in like NC13 or NC17 mean? I understand what the whole phrase basically means, but what do those letters stand for?

I assume it means No Children under 17 (are 16- and 17-year olds classed as children in the US?).

PG13 (not NC13) of course stands for Parental Guidance required for children under 13.
