The earliest-recorded use of this idea in print was in a Canadian newspaper in 1921. Then, it referred to the treatment of drug addicts by suddenly withdrawing all access to their drugs. The actual phrase used was: "They are given what is called the 'cold turkey' treatment", so it was clearly in use in speech prior to that date. It has been used in this sense ever since.
