I wonder whether you are thinking of the Hillaire Belloc poem 'Matilda', in which a little girl of that name often cries 'Fire!' when there is no such fire. Eventually, of course, one day a fire does occur and she gets burned to death, since nobody believed her when she called for help. There seems to be two out there in the ether: "Liar, Liar, pants on fire! Wash em' out in bubble gum and put them in the dryer!" or "Liar, Liar. Pants on fire-Hanging on a telephone wire" I think the second of the two is more likely, but neither of them seem very old. American origin is almost definite.
