It could be "first pulsar star is announced", as indeed it was, by Dr J Burnell of Cambridge University, on 29th February 1968.

Please verify, is the year 1967 or 1968? As the previous couple of times that this question has been posted, it's been 1967.

If it took place on the 29th February then it must have been 1968 since it was a leap year.
