Standard English

What would you say are characteristics of 'Standard English' and how is standard Enlish maintained? Would you say the characteristics are things like grammatical accuracy and good vocabulary? Surely what is considered 'Standard English' changes throughout time, we wouldn't have the same 'Standard English as the Victorians or some other age would we?!
