can you recycle Jiffy bags?

I have no idea if this is the right category to ask this in, but I was just wondering if Jiffy Bags count as paper recycling (if you tear the bubble wrap out?)

I seem to buy a lot of stuff from Ebay and Amazon that come in Jiffy Bags, but i rarely have the opportunity to re-use them. And it seems wasteful to throw them out!

Any tips?
