Dunno where it originated from, but when I was a little girl & living in Essex it was quite a common expression!

Yes, my Mum, God bless her, was always saying it, 30-40 years ago. She and her friends must have been pretty dizzy, because they were all turning around to say things to each other! I'm Kent based, by the way.
