I have a stanza i can't make head or tail of:

The suburban landscape
Would modulate through Macmillan's constituency
From inner to outer...

MM's constituency is the area of his voters?
and inner to outer?

I presume the reference is to Harold Macmillan's parliament constituency of Bromley...
