anyone know what it means to call someone this...is it a derogatory term?

It appears to be American slang for 'the average, not-too-bright or talented bloke'. An earlier example of the same sort of idea would be their use of 'Joe Soap'. It certainly does not seem to be very complimentary!
Actually, it occurs to me a little later that Joe Soap was British military slang for 'the average guy'...the American equivalent was 'Joe Blow'.

The initial answer is a llittle weak. Joe Neckbone is slang specific to African Americans from the American south (think states involved in the Cival War). Joe Neckbone more refers to a person from the rural south who has little or no understanding of how to behave or dress properly in a city. He is also probably broke. Similar terms include geechee or bama although these tend to be more derisive the Joe Neckbone. Neckbone, usually in that sort of slang implies that chicken necks are a regular dietary item. K
