Does anyone know who said 'I before E except after C'? And is there anymore to it?

The full thing seems to be:

I before E
except after C
or when sounding like ay
as in neighbor or weigh

Some others embelish more by saying:

"and on weekends, and holidays, and all throughout May, and you'll always be wrong, no matter what you say!"

but that just adds confusion.

I know it as:

I before E
Except after C
When pronouncing it 'ee'

and I don't think there are any exceptions to that.

So then the whole "saying" is completely confusing and we should all just stick to using spell check where ever possible!
