I am not familair with this phrase: "recondendum" is the gerund form of recondere - to put away, conceal etc - perhaps it means "No hiding from the words of the law" - this is just a guess. I am more familiar with this legal phrase in Latin: "A verbis legis non est recedendum" - "From the words of the law there must be no departure" (It means: you mustn't alter the words of a law)
My own effort reached the same hypothesis as RevShirls.
