When people talk about clipping your wings does it mean setting you free or keeping you where you are?

It means restricting you - so it's more like keeping you where you are or restricting what you can do. The terminology is used for birds - their wings are clipped (or one wing is clipped a little) so that their balance or ability to fly away (escape) is restricted.
