Was this MP being racist by referring to this troublesome constituent, as 'unkempt'.
It was only after the constituent explained that he was of Romany Gipsy descent that the racist accusation came into action.
Does this mean that this would have been deemed a lesser 'crime' if he had not been of a Romany Gipsy descent, and how was the MP to know this fact?

Are you saying that their racism manifests itself in an underlying hated for the person they are accusing?
Are you seriously suggesting that these complainants are worse, say, than those who murdered Kris McDonald and Stephen Lawrence?
I think the parents of those two lads might take issue with you on that...

Ah,the weasel words "up to" again. "Up to £100,000 (cost)" So that could be 50 quid then. How on Earth could arresting a man, interviewing him, writing a report on one email and the statements from the complainant and suspect, and some CPS employee taking a of ten minutes to say "No", cost £100,000.
I do regret the passing of the old station sergeant. If this complainant had presented himself at his desk, he'd have told him "Mind how you go" and told to him leave the station. And any constable who arrested anyone in these circumstances would have been told that the sergeant wouldn't accept a charge and the man would be told he was free to go.

"Sussex police refused to answer questions about the cost of the investigation" somehow results in headline of "MP subjected to 6-month '£100,000' police racism probe" but then that is softened at the very bottom of the article with states "likely to have cost taxpayers up to £100,000".
UP TO £100,000 - might as well say cost up to £100,000,000 as it will have cost somewhere between 0 and £100,000,000.
The complaint had to be investigated - it was and the result was the police and the CPS (presumably) sided with the MP not the complainant, correct procedure followed.
That is the problem with having a free society - people are free to report things to the police that after investigation do not turn out to be crimes and therein lies the rub - how can you tell before you investigate something that you are actually wasting money investigating a non-crime.

The decission by the CPS not to proceed may have taken six months but that was waiting in a queue. The decission not to presecute will have taken minutes to arrive at.

I know these two lads' names. I had not heard of the story you posted, possibly because there wasn't a racial angle to it.
A racial angle is where someone is singled out because of their race surely? You know...like Anthony Walker (axed by white hoodie, who had been shouting racist abuse at him).
So why do you characterise that as a race crime?
Are you saying that whenever someone from one race commits a crime against someone from another race, that's automatically a racist crime?
Would a black burglar who robs a white household be committing a racist crime?
Would a white car thief who steals an Asian man's car be committing a racially motivated crime?
