Stop persistent dog fouling

I have persistent dog fouling at my front gate. Always either late at night or very early in the morning when no one is around.. Is there anything that can be sprayed on the ground around the front of my house to act as a deterrent (or as a noxious smell to the dogs). Failing this I think a shotgun may be the only answer but that may be a bit extreme.
I have approached the local council but they say the wardens must actually see the dog fouling and the owner walk away without picking it up before they can act. They operate 9 to 5 Monday to Friday so this is a bit of a joke.

Camp on your front lawn? Obviously they have to witness the act before they can do anything. There's no other way to prove who the culprit is. I know it's disgusting, but it's the owner to blame - not the dog or the warden.
When I had this problem with a dog messing on my drive the council told me it was my responsibility and I must remove it as it was a health hazard. Never though I`d get to my great age and become responsible for a strangers dog poo.
A quick flick with a stick and it became the council`s responsibility and I phoned each day quoting health hazard. They soon found the offender.

put a notice up saying its being filmed and anyone seen doing it will be reported
i did that - and put a little camera in the window - and it stopped
i had absolutely intended to report them as they were doing it on my actual door step! - because my front door is only about 2ft from the road, and has a brick bit that sticks out on one side, so people would sort of naturally stop there - i get a lot of people stopping there for a wee too as its not visible to the main road - it seems to work for that too - that and the spikey bush i put there in a pot haha

We have dogs ourselves, but always pick up after ours and take the poo bags to the nearest poo bin or home with us. Sadly we do see stupid people who go as far as taking poo bags with them, pick up the poo, tie the bag up neatly and then throw down at the side of the road!! Why??? And gness, no it is not the dog's fault ... it is clearly the dog owner's fault and I am all for reporting dog owners who do not clean up after their dogs. I hope you are able to get a camera set up and can catch the idiot doing this. Really feel for you!
