Hi. Looking for help over how a couple of clues are solved cryptically.

19 down: Lower parts in Rossini's finale. The answer is SECONDI, which I understand is lower parts in music, but can't see what the reference to Rossini's finale is about.

20 down: Do away with a lot of nonsense about part of New York. The answer is ABOLISH. I see that means "do away with", but I cannot parse the clue to see how it's built up.

Thank you for those answers, 20 down I understand.....but I am afraid that I still cannot see how 19 down is made up. I see that i is the last letter of Rossini, but still cannot see where "second" is coming from. :-(
