This is a clue from the current issue of The Week -

Nuisance seen briefly in entrances to popular pubs? (6,7)

Now the answer is probably “double parking” as the crossing letters give this - ?O?B?E/?A?K?N?, so it’s the parsing I’d like a hand with. Presumably “Entrances to popular pubs” gives us Double P, but after that I’m a bit clueless ha!

Yes I know that. So the whole thing just means the abbreviation for Parking twice, which is a nuisance? Ok I’ve got it now.
